Transfer rubles (XTR) was an artificial accounting unit among the states of the CMEA (Comecon). In this context, the foreign trade banks of the Member States of the CMEA could settle purchase price payments for deliveries of goods through the clearinghouse for the International Bank for Economic Cooperation (IBEC) in Moscow. With the entry into force of monetary union between the Federal Republic of Germany and the German Democratic Republic on 1 July 1990, the former GDR would this system is no longer allowed to participate. However, in order not to jeopardize trade between the CMEA countries, the participation of the German Democratic Republic (production units) in this system for a transitional period up to 31.12.1990 was continued.

The object of the ZERV was the elucidation of government and Party Crimes, as its name implies. Transfer rubles fraud belonged to the latter category. The ZERV was an office at police headquarters Berlin, but was dissolved on 31.12.2000 again. The success of the investigation, we can not make any comments.
